Restriction Exemption Program at Post-Secondary Campuses
The CMOH Orders 44-2021 and 45-2021 indicate that Post-Secondary Institutions are out of scope of the Restrictions Exemption Program (REP) but an exemption allows for PSIs to continue operating in the learning environment and cafeterias through a proof of vaccination policy.
Many of your institutions have asked whether they can run services or activities on campus that are not part of the learning environment but are in-scope for the REP. We have confirmed with Alberta Health that facilities and activities on campus that are eligible for REP may implement the Restrictions Exemption Program in order to operate. Examples of such activities/facilities include but are not limited to: spectators and audience attendance at sports events or performances, fitness classes, food courts, etc. Please see full list of in-scope business, entities or events in Appendix A of CMOH Order 45-2021.
As the operator, your institution must be able to control access into the facility hosting the REP activity/event, and ensure all attendees are screened for either proof of vaccine, a valid medical exemption or a negative COVID-19 test, in alignment with REP requirements. Students, staff and faculty who enter these facilities must also be screened at the door even if the post-secondary has implemented a Proof of Vaccine policy and has already obtained their proof of vaccine.
If your institution chooses not to run an REP for any eligible activity or facility, they must follow the CMOH Order 44 measures for that activity or facility.
Please note whether REP is implemented or not, masking is required in all indoor public places, in accordance with CMOH Orders.
